About this Toolkit

Introduction

The U.S. Climate Resilience Toolkit is a website designed to help people find and use tools, information, and subject matter expertise to build climate resilience. The Toolkit offers information from across the U.S. federal government in one location. The goal of the site is to improve people’s ability to understand and manage their climate-related risks and opportunities, and to help them make their communities and businesses more resilient to extreme events. 

The National Oceanic and Atmospheric Administration (NOAA) led the development of the U.S. Climate Resilience Toolkit, in partnership with other federal agencies. The site is managed by NOAA’s Climate Program Office. Statutory authority information can be found below.

  • According to Public Law 95-367, the National Climate Program Act of 1978 states that the Secretary [of Commerce] shall provide:
    • global data collection, and monitoring and analysis activities to provide reliable, useful and readily available information on a continuing basis (Sec. 5.d.4)
    • systems for the management and active dissemination of climatological data, information and assessments, including mechanisms for consultation with current and potential users (Sec. 5.d.5)
    • establish a program for Federal and State cooperative activities in climate studies and advisory services (Sec. 6.a); 
    • atmospheric data collection and monitoring on a statewide and regional basis (Sec 6.b.2); and
    • advice to regional, State, and local government agencies regarding climate-related issues (Sec 6.b.3).
  • The Global Change Research Act is incorporated in the United States Code, Title 15, Chapter 56A - Global Change Research
    • Purpose - provide for development and coordination of a comprehensive and integrated United States research program which will assist the Nation and the world to understand, assess, predict, and respond to human-induced and natural processes of global change (Sec. 101 b)
    • Information Management - combine and interpret data from various sources to produce information readily usable by policymakers attempting to formulate effective strategies for preventing, mitigating, and adapting to the effects of global change (Sec 104 d.3)
